United Nations Mission in South Sudan Hands Over Malakal POC to Upper Nile State Government

The Government of Upper Nile State has officially assumed control of the last Protection of Civilians (POC) site in Malakal, marking a significant milestone in South Sudan’s peace and stabilization efforts.

The POC sites were established by the United Nations at the height of the conflict, when hundreds of thousands of civilians fled violence and sought refuge within UN peacekeeping bases for safety and protection.

The transition of the Malakal site follows extensive consultations and coordination among displaced communities, humanitarian partners, and government authorities to ensure a smooth and responsible handover.

Speaking at the ceremony, Upper Nile State Deputy Governor Deng Akuei Kak reaffirmed the state government’s commitment to safeguarding all citizens without discrimination. He stressed that protecting the safety, rights, and dignity of the people remains the government’s highest priority.

“Let me assure you that the Government of Upper Nile State is fully committed to protecting every civilian without discrimination. The safety and dignity of our people remain our highest priority,” vowed Upper Nile Deputy Governor, Deng Akuei Kak at the handover ceremony.

Deputy Governor Deng noted that peace is not merely the absence of war, but the presence of justice, cooperation, and a shared sense of purpose. He called on communities to strengthen dialogue, promote forgiveness, and embrace peaceful coexistence as the foundation for lasting stability.

“Peace is not only the absence of war, it is the presence of justice, cooperation, and shared purpose. We must promote community dialogue, forgiveness, and peaceful coexistence as the path towards a better future for all.”

Many former POC sites have already transitioned into civilian settlements under government management. The Malakal site was the final remaining POC in South Sudan, making this handover a historic step in the country’s recovery process.
