Eastern Equatoria Elders Demand 5% Share of Border Revenue

Elders in Eastern Equatoria State have urged the national government to allocate 5% of revenues collected at border entry points to the state.

Speaking on behalf of the elders, Hon. Muras Chacha said the nationalization of border revenue collection had deprived the state of critical resources needed for service delivery. He appealed for the responsibility of collecting border revenues to be returned to the state level to strengthen grassroots development.

“After the authorities’ decision, all borders were nationalized, depriving the state of needed resources. According to Article 178, Sub-Articles 1a and 1b of the Transitional Constitution of South Sudan (2011 as amended), oil-producing states receive 5%. Therefore, we also demand 5% of border revenue collections. Additionally, we demand the return of stamp duty collection, which was forcefully taken by the National Revenue Authority.”

In response, Hon. Adut Salva pledged to forward the elders’ demands to President Salva Kiir Mayardit for consideration. She urged continued cooperation in addressing the concerns of Eastern Equatoria citizens.


“I will take this message back to present it to His Excellency, our President, and will provide feedback. The list of priorities will be looked into. Let us continue working together in good cooperation.”

The remarks were made during Hon. Adut’s visit to Torit on Friday.
