Western Bahr el Ghazal State Launches Customary Law Act 2025

The Government of Western Bahr el Ghazal State, in collaboration with the International Organization for Migration (IOM), officially launched the Customary Law Act 2025 on Monday, following its endorsement by Governor Emmanuel Primo Ukello on May 15, 2025.

At the launch event, Robert Cornelio, Minister of Local Government and Law Enforcement, emphasized the act’s role in strengthening the state’s legal structure through traditional justice.

Echoing these sentiments, IOM consultant Molana Deng Biong stressed the need for adherence to the rule of law as a foundation for national development.
“Every authority must respect the laws. If we don’t uphold the rule of law, the nation cannot progress. Now, dissemination is key…”

Molana Aban, President of the High Court in the State Judiciary, confirmed that the judiciary had received the law and urged citizens to familiarize themselves with it.

Governor Ukello expressed appreciation to all stakeholders and emphasized the need for broad public awareness.
“It is critical that this law is widely disseminated and understood by all citizens.”

The Customary Law Act 2025 marks a historic step in integrating traditional justice into the modern legal system. Implementation and community outreach are now the top priorities.
