Former Deputy Governor admits 10.68 million SSP capitation grant missing

The former deputy governor of Western Lakes State, who was also the caretaker Minister of Education, accepted that the state government withheld part of capitation grants and teachers’ incentives.
 
William Koji Kirjok, who was recently relieved from office, blames his former boss John Deng Mamer of sitting on the supposed 21.31 million SSP which should have been for education support in the state.
 
He says he received 10,630,896 SSP that is less by 10,678,884 SSP.
 
This comes after teachers complained of heavy deduction of their authorized incentives and capitation grants.
 
In a forum convened by civil society organizations on public accountability last week, school administrators revealed the burning issue of the missing money.
 
Gum Makur Gum who represented Rumbek University Students’ Union in the civil society organization public accountability forum said many teachers bitterly complained of silent response from the state Ministry of Education.
 
Ben Makoi, headmaster of Comboni Primary School also revealed that a large sum of money was taken from his school entitlements.
 
Accused of taking money himself, Koji denied that the money was sent to state account and was the governor and Ministry of Finance responsible for it.
 
He said he was only able to pay out what was authorized by the state higher authority.
 
The former Governor while addressing the public at Freedom Square during the reception of new governor said he walked away having not eaten any public money.
 
Capitation grant and teachers’ incentives is a joint contribution from the government of South Sudan and European Union to support education sector in the country.
