Community Empowerment for Progress Organization or CEPO in Lakes says its community safety reports registered 16 cattle raiding cases from suspected arms youth in the region in September.
The report says three cases of cattle theft were told within conflicting communities in Rumbek Centre and increase of looting and night robbery in the town.
