The Head of the Budget Scrutiny Committee in Yei River State reveals that there are no accounting officers and heads in some of the state institutions for the fiscal budget 2018/2019 .
Daniel Lokoroto Arama told Radio Easter that accounting officers are responsible by law for making requests and claims from the finance ministry.
Heads of some institutions make requests, approvals and expenditures but who they report to remains questionable, he pointed out.
