Lack of funds has delayed the ministry and the NGO from rehabilitating the centre for the street children, Makuoth says.
He expresses their commitment to rehabilitate it.
One of the parents, James Baak, urges the community to control their children from going to the streets.
The speakers made the comments on Tuesday in Tonj State.
