Making regulation on hate speech needs a lot of research to reach the grass roots and should cover everybody, says Member of Parliament.
Simon Lumori Philip suggests that proposed national dialogue should tackle topics on hate speech.
Bongiri Peter, Executive Director for Humanity South Sudan says silence is a sign of hate in some people and they remain quite without interacting.
He said those habits need to be changed
Achor Kuchdit Deng, program officer with South Sudan Network for Democracy Election, says people abroad are contributing to increase of hate speech in the country.
He says they post a lot of hate on social media and make communities in South Sudan to fight.
The participants were talking at workshop on policy makers by defy-hate-now initiative on Friday in Juba.
