Onyoti Adigo says the crop-eating pest has already destroyed 500 hectares of farm lands, Radio Bakhita reports.
He stresses that the financial and technical support would enable the government to control and observe the pest.
Adigo advises farmers to be vigilant and report suspected cases to authorities to prevent spread of the pest to unaffected areas.
The cabinet last month approved nearly six hundred thousand US Dollars for purchasing pesticides.
According to the United Nations Food and Agriculture Organization, armyworm can cause extensive destruction to crops such as maize, sorghum and other cereals.
The pest is difficult to control with a single type of pesticide especially when it has reached an advanced stage.
Armyworms were recently declared in neighboring Kenya, Uganda and Ethiopia.
