Rajab Mohandis observes that there are no constructions of roads and bridges among other things because of the war.
He was speaking during the opening session of workshop on inspiring action for sustainable development in South Sudan in Juba on Friday.
Mohandis says it is important to plan for development though the country is undergoing conflict.
He urges the participants to decide on what they would want to do to contribute to the development of the country.
