The national government Secretary-General blames the international community for delaying the implementation of the August 2015 peace agreement.
Abdoun Agaw says lack of funds from donor countries has delayed the execution of the deal, Radio Bakhita reports.
The lack of funding from benefactors is politically motivated, he claims.
Agaw says the transitional Government of National Unity has been calling for assistance from the international community, but its effort to secure funds was unsuccessful.
The Secretary-General says the government has allocated five billion of the national budget for the implementation of the agreement.
He continues that part of the money will be used for making cantonment areas.
Agaw made the statement on Tuesday morning in Juba after a cancelled meeting meant to update top government officials on the progress of the peace agreement.
