The Joint Monitoring and Evaluation Commission, JMEC in its end of year meeting with the transitional government in Juba admits failure to fulfil obligations towards August 2015 agreement.
JMEC Chairperson, Festus Mogae says the July violence has broken the agreement and its implementation process.
