Likambo says the reason citizens are unable to speak out, organize and take action is due to many challenges such as political, economic and social in the community.
He says citizens should participate positively in the healing and reconciliation process after the formation of the transitional government of national unity.
The Acting director urges citizens to spread the word peace universally.
