He points out that those responsible for arresting the citizens are enemies of South Sudan.
Wau State Governor Eliyas Waya discloses that only people who offend the law can be arrested through legal procedures.
He orders for investigation of those detained and that those found innocent should be released.
The leaders were addressing their forces on Wednesday in Wau.
