The issue of the 28 states threatens the implementation of peace, according to Foundation for Democracy and Accountable Governance Executive Director.

Jame David Kolok says the deadlock caused by the 28 states risks delaying the peace process, Radio Bakhita reports.

Civil societies are worried about the continued disagreement between the government and SPLM-IO, he adds.

David calls on the parties to the agreement to compromise and start implementing the peace deal.

The parties to agreement failed to meet the January 22 deadline for the formation of transitional government of national unity set by the Joint Monitoring and Evaluation Commission.

The delegation of the SPLM-OI on Friday returned to Juba after consultations with their leaders in Pagak.

They insist that the peace agreement should be implemented on the basis of the ten states.
