Daniel P Sullivan says steps must be taken to quickly begin the official 30-month transition period.
Counterproductive moves by President Salva Kiir including establishment of 28 states must be rejected, he says.
The Policy Director calls for speedy formation of a hybrid court in 2016 to ensure accountability for atrocities committed during the conflict.
If South Sudanese leaders derail from implementing the peace agreement, IGAD must be willing to hold them to account, Sullivan says.
The Director says further failure in the peace deal will require new pressure on those responsible for blocking peace process.
The Transitional Government of National Unity should have been set up by November this year.
