With the increasing number of more than 24-armed groups, neither allied with government nor SPLM/A-In-Opposition; the prospect of multiple wars is real, says
International Crisis Group.
 
Juba administration continues to fight on multiple fronts in Equatoria region and Western Bahr El Ghazal State in addition to the long-running conflict in the Upper Nile region, the group says.
 
The International Crisis Group believes a breach of the peace agreement signed between government and SPLM/A-In-Opposition is increasingly likely.
 
If the agreement collapses, the government will return to its longstanding policy of fighting and then integrating armed groups in parallel processes, the group predicts.
 
The Crisis Group says delays in the implementation of the peace agreement gave President Kiir a space to announce his creation of 28 states out of the 10.
 
The move causes further division among citizens as some support while others resist it by taking up arms, the group says.
