Maban community wants its largely populated county to be made a state.
Maban has a population of 185, 860 people.
It has a square area of 11,818 kilometres.
Member of Parliament David Unyo Demey Kwara says the creation of 28 states placing them in Eastern Nile State without consultation makes them uncomfortable.
The MP believes though the devolution of powers to people is popular, the timing is wrong.
He foresees difficulties in the administration of more states if the creation becomes effective.
The Maban community says it was originally longing for Northern Upper Nile State.
Under the 28 states created by President Salva Kiir, Maban falls in Eastern Nile State with its headquarters in Malakal.
