Elders and intellectuals from Equatoria region believe federalism serves better than decentralization in giving powers to people.
Representative Canon Clement Janda tells the press that August peace deal fits in federalism at the ten states suitable for transition to more states creation in future.
He believes assessment of states’ performance should have been done first.
The elder observes that the 28 states’ creation lacks grassroots’ consultation.
The statement comes after a regional elders’ meeting in Juba on Wednesday.
