The European Union or EU on Tuesday criticized the latest presidential order creating twenty-eight states, terming it a violation of the peace agreement and that the government should not implement it.

EU Commissioner for Humanitarian Aid Christos Stylianides and Foreign Affairs spokesperson Federica Mogherini in a statement slammed the Establishment Order that it is against the spirit and the letter of the peace deal President Salva Kiir signed on August 26 in Juba.

They quoted the deal as saying decisions on government structure would be made during the permanent constitution-making process, ‘under the oversight of the Transitional Government of National Unity and in consultation with the people of South Sudan.’

The two leaders urge the President and government of South Sudan to refrain from proceeding on this fundamental matter.

They condemn the resumption of hostilities in Unity State, calling on the armed opposition to implement the security arrangements of the agreement.

The EU welcomes the African Union’s decision to publish the Commission of Inquiry’s report and establish the hybrid court.

‘The international community consistently said there would be consequences for those obstructing the implementation of the peace agreement.
