Community Empowerment for Progress Organization or CEPO Executive Director is appealing for public consultation before President Salva Kiir appoints governors for the new states created in South Sudan.
 
Edmond Yakani urges the two parties to keep the debate of federalism within the context of the establishment of the national ministry for federal affairs.
 
He argues that the process and the time of creating 28 states is not appropriate because it is not in line with the peace deal, not justifiable to the constitution and that President Kiir should consult the people first on the creation of states.
 
The Executive Director believes that the president’s initiative may create problems because some borders are not realistic.
