A political analyst also Director for the Centre of Peace and Development Studies in the University of Juba urges government and SPLM/A in Opposition to avoid military intervention in the country through resolving outstanding issues and accept Intergovernmental Authority on Development or GAD’s proposed final binding peace agreement.
Luka Biong Deng in an opinion publication expects IGAD to be mindful of warring parties’ concerns and the overwhelming demand for peace by South Sudanese masses by coming up with acceptable proposed peace agreement.
He fears that if a leaked IGAD’s proposed peace agreement were true, there would be no chance for peace since it would be unacceptable by the government.
Dr Biong still hopes IGAD proposes an agreement acceptable to the warring parties without making a bad peace for South Sudan.
He warns that military intervention option would exacerbate crisis and cause more human suffering through obstruction of much-needed humanitarian assistance.
Dr Biong advises IGAD to borrow conflict resolution ideas from Arusha 2015 SPLM Reunification Agreement, Naivasha 2005 CPA, 1999 Wunlit Dinka-Nuer covenant and 2014 Greater Pibor Administration Peace Agreement.
