Sudd Institute in its analytical paper on Sunday called for a push in the general elections’ date closer to the end of the dry season, presumably April 2015 to avoid less representation of the entire political constituency of the nation.

It said the period for general elections is not sufficient to produce credible electoral outcomes with the notion of fairness, freedom of choice and credibility.

It explained that going by the 2008 census results means over one-third of Upper Nile population would not participate in the elections due to insecurity, widespread displacement.

The institute pointed out that heavy rains in June and July would make majority of rural settings inaccessible for the national vote.

It said believes the government lacks financial capability to conduct elections any time soon and that for legitimate and credible significant outcomes, the seven months preparation is not enough time.
