The Council of Ministers in its Friday ordinary meeting approved the modernization of prisons and the set-up of a house financing bank.
Government spokesperson Barnaba Marial Benjamin told the press after the meeting that the Cabinet resolved that South Sudan National Prison Service must be modernized and transformed from its present bad state.The modernization and transformation programmes include recruitment of literate officers, training, registration and medical screening of prisoners, and rehabilitation of prison facilities.
The spokesperson explained that South Sudan prisons “should reflect human rights of some kind.”
Dr Marial said the Cabinet also endorsed the establishment of the Housing Finance Bank in South Sudan to allow citizens to get loans for building or buying houses.
He explained that the Government and the public will control 51 percent of the bank’s shares while foreign investors get 49 percent.
Dr Marial said the Housing Finance Bank should have an initial capital of 200 million US dollars.
President Salva Kiir Mayardit chaired the Council of Ministers.
