A media activist said the public can influence the lawmaking process when bills are in the second reading at the Legislative Assembly.
John Baptist Wasswa, a media consultant, said during the second reading all MPs, members of the public and the media can participate in the discussion of the bill, Bakhita Radio reported.He added that after collecting the input from various groups, bills move forward to the third reading when only MPs work on the final version.
Mr Wasswa said if the bill goes to the third reading without public discussion MPs are to be blame.
He added that MPs should use the days they are not meeting at the House to consult their constituencies on the bills they are discussing to get their views.
Mr Wasswa explained that a bill is a document that spells out what policy the government wants to guide the process of decision making.
On Thursday, the three media bills will be subjected to a public hearing in Juba.
