Forged documents presented by some South Sudanese who studied in East Africa is posing a threat to the new nation’s efforts to find competent civil servants.
Daniel Ayuom Atem, secretary of recruitment in the ministry of public service, told SCR News that Uganda and Kenya have laid a platform for unqualified South Sudanese to acquire fake diplomas and degrees in search for employment in South Sudan.He said most fake certificates are from Kampala International University, Makerere Business School and Kampala University.
Mr. Atem said separating East Africans who come from tribes that are also in the South from the true South Sudanese was a difficult exercise.
He added that the latter move is performed to avail opportunities to South Sudanese and empower their capability towards service delivery.
Analysts evaluate that South Sudan’s incompetent civil service has contributed to the government’s failure to deal with internal issues like mismanagement and corruption.
The new nation has also one of the highest percentages of an illiterate populace in the region.
