A member of South Sudanese Diaspora said President Kiir’s call for Diaspora to return home and rebuild the country was too late with too little impact.

Justin Laku, a member of Diaspora Community in North America, told SCR News today that the President should have made this call earlier in 2005 or 2006.

He said it was impossible to invite the Diaspora to come home before forming a secretariat.

Mr. Laku said the President should form a secretariat for the Diaspora in the ten states of South Sudan that can compile data about the skills they have.

Mr. Laku added that the government of South Sudan employed over 250 foreigners workers from Kenya, Uganda, Ethiopia without even consulting the Diaspora if they had the same expertise.

He said that at least two million foreigners are currently working in South Sudan, with Ugandans the highest group.

Mr. Laku added that disadvantage of foreign workers is that they weaken South Sudan economy and that they are not loyal to the country.
