The SPLA dismissed as void the Mayom Declaration that was signed last week by two former SPLA top officers and an ex-member of the southern parliament.
The declaration asked what the SPLA did with 40 percent of south Sudan’s annual budget if it is not paying soldiers and the army is in a miserable state.Speaking to SCR News over the phone, SPLA spokesperson colonel Phillip Aguer said he is not aware that the SPLA got the alleged 40 percent of GoSS budget.
He explained that the army’s annual share of the budget represents only 23 percent according to his inquiry from the ministry of SPLA Affairs.
Mr. Aguer said the declaration was not written in Mayom, Unity State, but in Khartoum by SAF intelligence in collaboration with the SPLA renegades.
The declaration also accused the SPLA system of discrimination, limiting high ranking seats to members of certain tribes.
Mr. Aguer said that SPLA is the only army that promotes non-military personnel to the rank of major general and the accusation of discrimination is non-valid.
The Mayom Declaration was signed by Major General Peter Gadet Yak, former deputy commander of SPLA division three; Brigadier Genral Carlo Kol, Deputy Commander of Joint Integrated Units in Juba; and Bol Gatkouth Kol former Member of Southern Sudan Parliament on April 11.
