The report also said Sudanese officials declared President Omar Hassan al-Bashir the winner before fifty percent of the votes were counted.
Addressing the press, Veronique De Keyser said the report will enable Sudanese learn from the previous elections and use the experiences in achieving a better election process in the future especially the forthcoming referendum.
Ms. Keyser recommended that the law of security that refrains the freedom of expression should be changed to achieve a credible referendum.
She added that more resources and a clear registration process should be put in place ahead of the referendum.
Ms. Keyser met GoSS president Salva Kiir Mayardit yesterday and presented to him the report.
She affirmed that president Kiir was positive towards the report and pledged to avoid the elections mistakes in the forth coming referendum.
