Rumbek authorities issued a decree banning the smoking of “shisha” in town.
Dut Makoi Kuok, Commissioner of Rumbek Central County, told Good News Radio that “shisha” was banned because it contained a mixture of illegal drugs and that those involved in this business were not licensed.
Mr. Makoi added that “shisha” smoking was a threat to security arguing that it attracted armed soldiers.
He cited the case of a mentally disturbed man who got the gun of a soldier who was smoking “shisha” and started shooting at random.
The Commissioner said he also took issue with his officers who allegedly solicited fees from traders against the previously issued by-law exempting tax on all food items.
Mr. Makoi explained that the rule against taxing food items issued by the former Lakes State Governor was still in place, urging traders to get receipts from officers asking for any form of taxation.
Clip 2 Rumbek Ban
Some bans were issued in Rumbek town before, one of them, prohibiting the sale of alcohol during weekdays before 5pm and on Saturdays before 11am.
