Joint Donor Fund together with GoSS Ministry of Finance and Economic Planning launched this afternoon the second phase of the Capacity Building Trust Fund.

The programme aims at strengthening the capacity of the Government of Southern Sudan and its parts in order to offer a better service to citizens across the region by training civil servants in basic skills like English language and strengthening GoSS effort to reform the public sector and financial management, Joint Donor Fund says in a press release.

It will also assist GoSS in key technical inputs related to the public sector linked to the referendum.

The Programme is funded by Canada, Denmark, the Netherlands, Norway, Spain, Sweden and the United Kingdom who put together 22 million US Dollars for the effect.

The program lasts up to December 2011 with a possible extension of another two years.

Capacity Building Trust Fund Phase one supported GoSS ministries of Finance, Education, Health and Public Service providing training to over 4000 civil servants in the areas of budgeting, audits and accountancy.

The program also put in place a payroll electronic system for over 35 thousand health staff and teachers.
