This recommendation is contained in a report by Paulin Regnard, the UNMIS Civil Affairs State Coordinator in Torit.
In the report Eastern Equatoria State is presented as the only state in Southern Sudan where all political parties have coordinated and hosted a series of public roundtables.
The UN report also states that Eastern Equatoria State has earned a reputation for the fact that political men and women know how to engage in an open and frank dialogue.
Members of the Eastern Equatoria State Legislative Assembly are also praised for playing a constructive role in creating an atmosphere of political tolerance.
Paulin Regnard has affirmed that under such favorable circumstances people will be able to participate in the elections and choose their leaders.
